Government of Canada Expands SimpleFile by Phone Service to Aid Lower-Income Individuals
Ottawa, Ontario – March 4, 2024
The Government of Canada is taking significant steps to help lower-income individuals access the benefits and credits they are entitled to. The Minister of National Revenue, the Honourable Marie-Claude Bibeau, announced the expansion of the Canada Revenue Agency’s (CRA) SimpleFile by Phone service.
Expansion of SimpleFile by Phone
In 2024, more than 1.5 million individuals, double the number from last year, have been invited to automatically complete and submit their tax returns through the SimpleFile by Phone service. This service, which has been available since 2018, is designed to assist individuals with lower or fixed incomes and simple tax situations. It allows them to complete their tax returns in as little as 10 minutes using information already on file and responses provided over the phone.
Benefits of Filing Tax Returns
Filing a tax return is crucial for accessing various benefit and credit payments, such as the Canada Child Benefit and the Goods and Services Tax/Harmonized Sales Tax Credit. These payments help make life more affordable for lower-income individuals. Additionally, filing a tax return confirms eligibility for programs like the Canadian Dental Care Plan.
New Pilot Programs
Starting in Summer 2024, the CRA will pilot SimpleFile digital and paper options across all provinces and territories. These new services aim to reach lower-income individuals who do not file their tax returns or have gaps in their filing history, ensuring they receive the benefits and credits they are entitled to.

Taxpayers Endure Long Wait Times with CRA Despite Promises of Faster Service
Introduction Despite repeated assurances of improved service, Canadian taxpayers are experiencing significant delays when contacting the Canada Revenue Agency (CRA). The taxpayers’ ombudsman has announced an investigation into these prolonged wait times.

Canadians face extended hold times with the CRA.
Background The federal government has allocated hundreds of millions of dollars to enhance customer service at the CRA.However, taxpayers report that these efforts have not significantly reduced wait times, which can exceed two hours.
Current Situation
Layoffs Impact: The union representing CRA employees attributes the increased wait times to the recent layoffs of approximately 1,800 employees in May and June.
Caller Frustration: There has been a rise in the number of frustrated callers, leading to more complaints about the service.
Discrepancies in Wait Time Estimates
The CRA’s website provides estimated wait times, but actual wait times often far exceed these estimates.For example, a midday call estimated to have an eight-minute wait time resulted in a wait of over two hours.
Unlike other call centers, the CRA does not consistently offer a “call back” option, forcing taxpayers to remain on hold.
Ombudsman’s Investigation François Boileau, Canada’s taxpayers’ ombudsperson, has stated that his office will investigate the discrepancies between the CRA’s reported and actual wait times. He emphasized that the current situation is unacceptable and warrants further scrutiny.
