The latest privacy watchdog report suggests Canada’s tax system has a deeper identity verification problem than the CRA is willing to admit.
More than 42,000 taxpayer account breaches have occurred at the Canada Revenue Agency since 2020, according to a special report tabled in Parliament by privacy commissioner Philippe Dufresne. The report identifies major gaps in how the CRA prevents, detects, tracks, and responds to unauthorized account access.
Attackers reportedly used stolen credentials, manipulated taxpayer profiles, redirected payments, and filed fraudulent returns. In some cases, fraudsters bypassed authentication simply by impersonating taxpayers through CRA call centres. The commissioner also found the agency could not consistently explain how security controls were defeated or fully track confirmed breaches because of limitations in its internal systems.
